Each unit reports to the Director-General and operates under the oversight of the Honourable Minister of FCT.

In sustaining a transparent, accountable, and dynamic gaming ecosystem within the Federal Capital Territory, the FCT-LRO operates through a clearly defined and functionally coherent structure.   1. Licensing & Permits Division

This division serves as the entry gate to legitimacy within the FCT gaming industry. It is responsible for processing, evaluating, and approving all licenses and permits covering retail and online lottery, sports betting, casino operations, and consumer sales promotional gaming.

Beyond documentation, the unit ensures that only credible operators—financially sound, ethically compliant, and technologically capable—are granted approval to operate. It upholds the FCT-LRO’s zero-tolerance policy for unlicensed or illegal gaming activity, thereby safeguarding the market’s integrity.

  1. Legal & Regulatory Affairs Division

The legal division anchors the FCT-LRO’s statutory mandate, providing the legal compass that guides policy formation, interpretation, and enforcement.

It ensures that every operational decision aligns with existing laws and regulations, and interfaces with the judicial system in matters of litigation, prosecution, and dispute resolution.

The unit also contributes to the development of new regulatory frameworks, ensuring that FCT gaming laws evolve in tandem with technological innovation and global regulatory trends.

  1. Compliance & Enforcement Division

Central to the FCT-LRO’s mission of responsible oversight, this division conducts continuous monitoring, inspection, and audit of licensed operators.

It enforces compliance with provisions related to anti-money laundering (AML/CFT), cybersecurity, data protection, and responsible gaming.

The administrative and financial backbone of the FCT-LRO, this division oversees budgeting, revenue collection, expenditure control, and personnel management.

The division also maintains liaison with the FCTA Governing Board, aligning financial planning with broader policy priorities for sustainable growth and sectoral development.

Each division reports directly to the Director-General and operates under the oversight of the FCTA Governing Board, ensuring accountability and coordinated decision-making.
